Oct. 31 Is Special Non-Working Holiday

President Marcos has declared Oct. 31 a special non-working holiday throughout the country to give Filipinos more time with their families and promote local tourism as they commemorate All Saints’ and All Souls’ Days.

Office of the Press Secretary officer-in-charge Cheloy Garafil said Marcos signed Proclamation 79 yesterday, declaring Oct. 31, which falls on a Monday, a special non-working day.

Proclamation 79 stated that the declaration of Oct. 31 as a special non-working holiday “will strengthen family ties and promote domestic tourism.”

The proclamation also directed the Department of Labor and Employment (DOLE) to issue the appropriate circular to implement the proclamation for the private sector.

Workers who report for work on Oct. 31 are entitled to additional 30 percent of their daily pay based on DOLE rules.

All Saints’ Day, which falls on a Tuesday this year, was declared a special non-working holiday, under Proclamation 1236 signed by former president Rodrigo Duterte.

Duterte, however, had declared Nov. 2, or All Souls’ Day, this year as a special working day.

Marcos earlier declared Nov. 2, 2023, which falls on a Thursday, as an additional special non-working day based on Proclamation 42, which he signed last August.
