Speaker Vows Transparent Process For 2027 National Budget

The House of Representatives will build on reforms and transparency measures introduced last year to ensure that the 2027 national budget is “responsive, accountable and focused” on the needs of the Filipino people.

Speaker Faustino Dy III gave the assurance as the lower chamber of Congress is preparing to begin deliberations on the proposed 2027 national budget, saying the House is ready to scrutinize the P7.2-trillion National Expenditure Program (NEP) that the executive branch is expected to transmit before Aug. 14.

The NEP will be the basis of the proceedings for the creation of the General Appropriations Act or national budget. 

Dy said the reforms initiated in last year’s budget process were good and transparent, and the House will just build upon these measures to further promote transparency.

“I believe we should incorporate important security measures to ensure that the 2027 budget we pass is truly sound,” he said. 

Dy added that public consultations under the newly launched LegisHear program will complement the budget process by giving lawmakers a better understanding of the priorities and concerns of communities across the country before appropriations are finalized.

The House leader said the chamber remains committed to preserving the reforms it instituted to ensure transparency and accountability in the appropriations process, while continuing to improve safeguards that protect the integrity of the national budget.
