WITH VIDEO | Sandro Marcos Endorsed Fourth Impeachment Complaint Versus Sara Duterte – Garin
Iloilo Rep. Janette Garin clarified that nobody went around to gather signatures for Vice President Sara Duterte’s impeachment. She said Ilocos Norte Rep. Sandro Marcos endorsed the fourth complaint against Duterte as part of his constitutional duty.

Presidential son and Senior Deputy Majority Leader Sandro Marcos was one of those who endorsed – not filed – the fourth impeachment complaint filed against Vice President Sara Duterte, according to Iloilo 1st District Rep. Janette Garin.
Garin told “The Big Story” on One News on Wednesday night, Feb. 5, that the fourth complaint was filed by lawyers and people from the academe and non-government organizations. “We really didn't know the personalities.”
Marcos was first to sign the verified complaint during a “consultative conference” called at 10 a.m. on Wednesday by Lakas-CMD party and the National Unity Party at the House of Representatives because when he stood up, the others gave way and then lined up to affix their signatures too.
Garin clarified that nobody went around to solicit signatures as alleged by Davao City First District Rep. Paolo Duterte, the Vice President’s brother. Paolo tagged Garin as the one who gathered signatures for the impeachment of his sister.
Garin explained they had to go to the Secretary General of the House and sign seven original copies of the impeachment complaint.
It was their constitutional duty to act on the impeachment complaints and it was the fourth one that they found sufficient in form and substance, Garin said.
Garin added the first three complaints were supposed to be consolidated but later on archived because the fourth one was more comprehensive and there would be no more hearings at the committee on justice.
She said they were expecting only a few to sign the impeachment complaint but the support grew after a 37-page summary was distributed for the House members to study.
Later during the session led by Speaker Martin Romualdez, Duterte became the first vice president to be impeached after 215 – more than double the required 102 legislators – signed the complaint to remove her from office.
Based on the House’s rules in impeachment proceedings, a verified complaint/resolution of impeachment filed by at least one-third of all the members of the House shall constitute the articles of impeachment and shall be endorsed to the Senate in the same manner as an approved bill of the House.
Not a defiance
Garin said President Marcos’ son was not defying his father, who had expressed his opposition to have the Vice President impeached given the many problems that the government must deal with.
She stressed that being the son of the President is one thing and “being a legislator is another thing.”
“And we understand the separation of powers of the executive and the legislative (branches),” Garin said.
“I do understand the intention of our President not to rock the boat. However, I believe what he has been receiving (are) portions of the news. It’s a different ballgame in Congress where we have all the documents, where we hear all the justification, the attachments, the unanswered questions, the lingering question on whether it’s legal or illegal to have confidential funds spent on something you won’t even dare declare,” Garin added.
Garin does not believe the Senate is being held hostage by the House since it the job of the senators to conduct the trial of the Vice President as an impeachment court.
Complainants
Manila 3rd District Rep. Joel Chua said the members of the House who signed the articles of impeachment transmitted to the Senate are now considered the complainants.
According to Chua, he signed the complaint after it was presented and thoroughly discussed with them.
Chua described the first impeachment complaint as too long while the second and third ones were too short.
Chua, who will serve as one of the prosecutors during the impeachment trial, defended Garin, saying they went to the caucus on their own and signed the verified complaint without prodding.
